NHS publish review into commissioning of care and treatment at Winterbourne View

To coincide with the publication of the serious case review of Winterbourne View NHS South of England has published its review into the commissioning of care and treatment for patients at the private hospital.

The review, chaired by Dr Gabriel Scally, the former Regional Director of Public Health in the South West, examined whether the relevant NHS organisations in England had complied with their statutory duties and met reasonable expectations in implementing their duty of care.

The review has highlighted the failure of monitoring systems in use at Winterbourne View to identify abuse, deficiencies in the way that commissioners contracted for and monitored the care of patients, undue reliance by Primary Care Trusts on the fact that Winterbourne View had been registered by the Care Quality Commission, and a lack of clarity of roles within NHS commissioners between the commissioning and the monitoring of the care for patients at Winterbourne View.
